Mission: The primary goals of TSRA are to support organized soccer and to assign
qualified referees to officiate soccer matches within its service area. To achieve
these purposes, TSRA shall:
• Promote an understanding of the rules of the game of soccer
• Promote a sense of fair play and sportsmanship amongst all participants of the game
• Establish and maintain a corps of qualified United States Soccer Federation (USSF) and
Virginia High School League (VHSL) soccer referees
• Promote the highest degree of soccer officiating professional ism by educating its
members in the approved mechanics of officiating and uniform interpretation of the
rules of play
• Assign qualified referees to contracted matches
